HSU – the trade union for Health Professionals

Health professionals are critical in successful patient care in all areas of health and aged care services.

We represent the Industrial interests of all (non–nursing) professional staff in public and private health services and aged care facilities including:

A new Health Professionals Team has been established at the HSU to work specifically with our health professional members and their delegates to protect and enhance the working conditions of all members.

We are currently working with Professional Vocational Committees and the Professional Delegates Committee on:

  • Promoting the ways in which health professionals add value to the health system.
  • Reviewing classification structures in awards to make them more relevant to health professionals.
  • Reviewing the current grading committee process to ensure that award entitlements are enforced and there is consistency across the state.
  • Establishing closer ties with the various health professional associations.
  • Reviewing the way health professional members are represented in the union to enable effective communication and engagement.

Changes to the Health Services Act 1997

In March 2013 year the minister for Health – The Hon Jillian Skinner MP – introduced into the Legislative Assembly, the Health Legislation Amendment Bill 2013. The second reading debate on the Bill was adjourned on 26 March 2013.

Schedule 4 to the bill seeks to amend the Health Services Act 1997 to allow staff of the New South Wales Health Service to be suspended from duty without pay in certain circumstances:

  • where an employee has been charged with a serious criminal offence punishable by imprisonment for five years or more;
  • where a staff member who is a registered health practitioner has had their registration suspended or conditions imposed on their registration under section 150 of the Health Practitioner Regulation National Law; or,
  • in the case of an unregistered health practitioner, where the Health Care Complaints Commission has imposed an interim prohibition order or placed interim conditions on the unregistered health practitioner under section 41AA of the Health Care Complaints Act.

The aim of the changes are to bring the New South Wales health system into line with other public sector staff employed under the Public Sector Employment and Management Act 2002 regarding suspension without pay.

HSU has had an initial meeting with the Ministry of Health to discuss the impact of the changes. We will keep members informed on developments.

HSU wins ‘Remote Recall’ Case for Doctors

The HSU has achieved a major victory for Junior Medical Officers working in the NSW Health Service. The decision, handed down by The Honourable Justice Staff on 22 March 2013, confirms a payment of a minimum one-hour overtime for Resident Medical Officers and Registrars who are called at home to provide a clinical appraisal remotely.

The HSU will be having discussions with the Ministry of Health regarding the implementation of this decision and the establishment of an ongoing system for the management of overtime claims.

The HSU advises members when on-call to keep a record of telephone discussions or computer e-mails to support claims for payment for the work performed.

The HSU has prepared a template form to assist members to keep a record of work performed whilst on call.
